Possibly it's something unreleased by Paul SG, because drum loops sound similar to his tracks "Forever" (Good Looking Records) and "In Between" (Funk Star Records)
Sample used is posibly funk song in spanish, cutted and hardly recognizable

UPD2: Finally TrackID is found: Paul SG & Blue Motion - Cape Hope. Still unreleased.
